Pursuant to BOR Resolution No. 105, series of 2025, researchers at the University may apply for core funding for research and creative works project that require minimal funds. Core funded research refers to projects primarily undertaken by SLSU researchers on official time using existing University resources, including common office supplies, office space, library resources, laboratory equipment, and other internal assets. Eligible projects may include research studies (e.g., “armchair” research projects), creative works (e.g., novels, poetry anthologies), intellectual property (IP) applications, and academic papers intended for presentation or publication.

Notification & Submission Process
1. Notification of Intent
Researchers must notify the Office of Research Services (ORS) about their intent to conduct a core funded research project, at least one semester prior to the implementation of the project. This must include the following:
· Working title of the project
· Names of the proponents/ Collaborators
· Nature of the Project (e.g., Research Project, Paper for Publication, IP Registration, etc.). If for publication or presentation, indicate the Journal or Conference where the output will be disseminated.
· Alignment with the University’s Research and Development (R&D) Agenda, Sustainable Development Goals, and Gender & Development
· Duration of the project
2. Concept Proposal Requirements
The submission must be accompanied by a concept proposal of no more than 3,000 words.
Research proposals should include the following components:
· Rationale: Backgrounder and a clear explanation of the issue or gap the project seeks to address.
· Objectives: Specific goals of the research or creative work.
· Framework (if any): Theoretical or conceptual framework guiding the study.
· Materials and Methods: Description of resources, methodology, and processes to be used.
· Expected Outputs: Anticipated deliverables in line with the Department of Science and Technology’s (DOST) 6Ps (Publications, Patents, Products, People Services, Partnerships, and Policies) and 2Is (Information and Infrastructure).
· Timeline of Activities: A Gantt Chart of milestones for the project.
· References: Bibliography or sources supporting the proposal.
Creative Works proposals must highlight the goal of the project, and how it may contribute to the discipline and the country’s creative industry. It must include a timeline of activities in the form of a Gantt Chart and a reference list (if any).
Process Flow
1. Submission
Proponent submits a Concept Proposal & Evaluation form (Appendix A).
2. Initial Review
The ORS (for Research) or ITSSO (for Creative Works) shall review the submission for originality, completeness and alignment with the University’s R&D Agenda. Incomplete submissions will be returned to the proponent(s) for revision.
3. Institutional Research Evaluation Committee Review
The Institutional Research Evaluation Committee (or its equivalent in Creative Works) shall evaluate the project’s merit, feasibility, and alignment with institutional goals, and in accordance with existing evaluation instrument used for all research projects in the University. The committee may:
Recommend approval of the project as core funded research/ creative work;
Recommend institutional funding support; or
Endorse the project to external funding agencies, if applicable.
4. Final Approval
The project shall be forwarded to the University President for final approval based on the committee’s recommendation.
5. Monitoring & Evaluation
Researchers are required to submit periodic progress reports to the ORS/ ITSSO.
The proponent/s must include in their IPCR the approved core funded project, and must be rated based on the progress made in accordance with the approved timeline.
A final project report must be submitted upon completion, detailing the outputs and outcomes relative to the stated objectives and expected deliverables.
Recognition & Privileges
1. Upon approval, the project shall be officially recognized as core funded research in the University.
2. Recognized projects shall be eligible for the following privileges:
· Access to University resources and facilities to support the project.
· Eligibility for small-value financial support of no more than Php 15,000, through the Office allotment of the ORS/ITSSO, subject to availability and approval.
· Inclusion in the University’s records of R&D contributions and achievements.
· Awards and Incentives, subject to existing policies.
· Support for dissemination efforts, such as presentations at conferences or publication in journals.
